Notice of Funding Availability
The Community Action Partnership Solano, Joint Powers Authority (“JPA”) seeks applicants for the Emergency Solutions Grants Program (ESG) competition. The ESG program funds rapid re-housing programs, homeless intervention programs, street outreach, emergency shelter operation, and services for emergency shelter residents run by private nonprofits and government agencies.
Applications are encouraged from organizations that have not previously received ESG Program funding and to that end, the public is invited to share the call for Letters of Interest with any interested parties or relevant listservs.
Submission deadlines are as follows:
- Letter of Interest: Tuesday, June 28, 2022 by 12 PM PST
- Applications Due: Monday, July 18, 2022 no later than 12 PM PST

Emergency Rental Assistance Program (ERAP) Funding
Solano County is pleased to announce that Catholic Charities will be administering $13.3 million in ERAP funds to Solano County Residents.
The Emergency Rental Assistance Program (“ERAP”) is a federal initiative that primarily covers rental arrears for low-income households with the goal of allowing those households to remain in their current homes. The program may also cover utility arrears, housing stability case management, and a limited amount of prospective rental assistance. The program is intended to benefit renters who have been negatively impacted by COVID-19.

Emergency Solutions Grant Coronavirus Relief Fund

Solano County is pleased to announce that Mission Samoa, SHELTER, Inc., and City of Vallejo were awarded $3,387,100 in Emergency Solutions Grant Coronavirus (ESG-CV 2) funds on April 22, 2021.
FY 2020 HUD Continuum of Care (CoC) Awards
HUD announced renewal awards for the FY 2020 CoC Funding Competition. Housing First Solano CoC received $1,492,387 in CoC funding. A list of Solano agencies awarded CoC funding can be found here. HUD's award announcement can be found here.
Housing First Solano 2021 Final Priority Listing

Lived Experience Advisory Committee: Call for Applicants
The Housing First Solano CoC is seeking individuals with lived experience of homelessness to serve on our new Lived Experience Advisory Committee (LEAC). We are seeking people with past or current lived experience of homelessness with ties to Solano County to serve on the LEAC. The LEAC will meet at least quarterly and the CoC plans to provide stipends for committee members. Invitation to Join the Housing First Solano Continuum of Care
We invite anyone working to address homelessness and housing in Solano County to join and be engaged with the Housing First Solano CoC! Housing First Solano is the regional planning body that coordinates the community’s policies, strategies, and activities toward preventing and ending homelessness. Through the Continuum of Care, community stakeholders engage on the issues facing Solano County’s low-income population, homeless individuals and families, and other at-risk populations, and become part of the solutions being offered to address those challenges.

If you're interested in submitting a new project application during the 2021 HUD CoC Notice of Funding Availability this summer, then please attend this workshop!
There are many ways to collaborate, participate, and stay informed about the wide range of projects and funding opportunities being pursued in the region to address poverty and homelessness. Please share the CoC website and/or email with other agencies, nonprofits, and community members that may wish to become stakeholders in solutions to ending homelessness. 2021 Housing-Inventory-Time Count Released
The results of the 2021 Housing-Inventory-Time (HIC) count are now available. The PIT Count is an enumeration of persons experiencing homelessness, whether sheltered or unsheltered, on a single night in January. The PIT count is conducted at least biannually in Solano and is a requirement to receive homeless assistance funding from the U.S. Department of Housing and Urban Development (HUD). The PIT Count uses HUD’s definition of homelessness, which includes persons living in shelters and places not meant for human habitation, but excludes persons who are living doubled up with others due to economic hardship or those living in RV or trailer parks.
Housing First Solano is a coalition of service providers in Solano County working together to end homelessness.
Housing First Solano CoC/CAP Solano JPA Participant Grievance Policy and
Call for Grievance Advisory Committee Members
The Housing First Solano Continuum of Care (CoC)/CAP Solano JPA Participant Grievance Policy applies to all participants in housing and homeless service programs funded by the CAP Solano JPA and/or the Housing First Solano Continuum of Care (HFS CoC). This policy provides participants with the right to grieve any situation where they are denied housing or services by a program. This covers denials of housing or services because of rule violations, non-compliance with program requirements, or not meeting program eligibility.
We are seeking applicants to serve on a Grievance Advisory Committee with the representation of homeless and housing service providers, people with lived experience of homelessness, and HFS, JPA, and Tripartite Advisory Board members.
